【摘要】:ThispracticeaddressesanAMLPAanditsgeospatialdatarelativetotheSurfaceMiningControlandReclamationActof1977(SMCRA).ThispracticeissignificanttocommunitiesimpactedbyabandonedminesasitprovidesforuniformityofgeospatialdatapertainingtothegeographiclocationanddescriptionofAMLPAslocatedthroughouttheUnitedStates.ThisstandardwillhelpensureuniformityofdatacontributedbyeachRAandassistorganizationsinfutureeffortstocreateandutilizegeospatialdatarelativetothereclamationoflandandtheremediationofwatershedslocatedwithintheAMLPAsacrosstheUnitedStates.QualitativeandquantitativeAMLPAdescriptionsshallbeobtainedfromstateandfederalregulatoryauthorities.UseofthisstandardwillhelpcreateconsistentmapsandincreasetheawarenessoftheAMLPAsthroughouttheUnitedStatesandthestatusofthecurrentreclamationthatoccurswithineachPAovertime.ThisstandardcreateswellorganizedandeasilyaccessibleAMLPAdataandrelationalattributes,anditwillleadtobettercommunicationbetweenRAandfederaloffices,thepublic,industryandenvironmentalgroups.Asusedinthispractice,thegeospatialdatarepresentsanareawherecoalremovaloccurredpriortoSMCRAandtheseunreclaimedminingfeaturescontinuetobepresentwithintheAMLISPA,definedasapolygonfeature.ThispracticecreatesaneasierandmoreefficientwaytoutilizeandshareAMLPAgeospatialdatabetweenRAsandcommunitiesimpactedbyabandonedmines.ThedatasetmaybeservedasalayerinTheNationalMap,anonline,interactivemapservicesponsoredbyaconsortiumofUSfederal,state,andlocalpartnersandhostedbytheU.S.GeologicalSurvey(USGS).TheNationalMapprovidesaconsistentframeworkforhigh-quality,geospatialdataandinformationfrommultiplepartnerstoenhanceAmerica''sabilitytoaccess,integrate,andapplycurrent,accurate,andnationallyconsistentdigitaldataatglobal,national,andlocalscales.ThisstandardconformstothedefinitionofaDataContentStandardaspromulgatedbytheU.S.FederalGeographicDataCommittee(FGDC).TerminologyanddefinitionsforidentifyinggeographicalfeaturesanddescribingthedatamodelhasbeenadoptedfromtheFGDCSpatialDataTransferStandard(ANSIINCITS320-1998(R2003))andtheFGDCFrameworkDataContentStandard(FGDCProject1574-D)InformationTechnologyx2013;Part5Governmentalunitandothergeographicareaboundaries.1.1ThispracticecoverstheminimumelementsfortheaccuratedescriptionofdatafordefininganAbandonedMineLandInventorySystem(AMLIS)ProblemArea(PA).1.1.1ThispracticeaddressesmininggeospatialdatarelativetotheSurfaceMiningControlandReclamationActof1977(SMCRA).Thisgeospatialdatashallbeobtainedfromeachstate,tribal,orfederal(orcombinationsthereof)coalminingregulatoryauthority(RA)authorizedunderSMCRAtoreclaimthesurfaceandundergroundeffectsofpastminingoperations.Abandonedmineland(AML),asspecifiedinSMCRASections404(coal),409and411(non-coal)andcrossreferencedinadditionalsectionsoneligiblelands,consistsofthoselandsandwaterswhichwereminedforcoalorotherminerals(orboth),orimpactedbyprocessingoperationspriortoenactmentoftheSMCRAandabandonedorleftinaninadequateconditionofreclamation,andforwhichthereisnocontinuingreclamationresponsibilityunderstateorotherfederallawsformitigationofadverseimpactstohumanhealthandsafetyorenvironmentalresources.1.1.2TitleIVoftheSMCRAestablishesthenationalAMLReclamationProgramundertheOfficeofSurfaceMiningReclamationandEnforcement(OSMRE),U.S.DepartmentoftheInterior.Theprogramwasdevelopedtoreclaimlandandwaterresourcesadv......
